RNG 3 is not active here so specific movement when NPC's are not loaded is not important. Leave House | Left to downstairs. Down-right a little to the same pattern point as before. Up-right to talk to pokey. Right to door, then left and up to phone. (Mom should be in the middle of her movement when you use the phone. Just go quick and you'll catch it at the right time). Down , then right and out. The RNG value is not super important here as it can fluctuate based on wrong movement. You're expecting ideally one dog to the southwest, but several other spawns can result in the same ending RNG if you follow the exact same actions.
